Presentation of the International Observatory on the DDR Process and the Implementation of the Justice and Peace Law, and of the Report of the First Phase

In the framework of the Presentation of the International Observatory on the DDR Process and the Implementation of the Justice and Peace Law and of the Report of the First Phase, the Toledo International Centre for Peace (CITpax) organised a debate on the process with paramilitary groups and the perspectives of a peace process with the guerrilla. The debate aimed at providing a space to analyse the results and challenges of the demobilisation process of the paramilitary groups and the implementation of the Justice and Peace Law. Besides this, the possibilities of initiating a peace process with the guerrilla were also considered.

The debate counted on the participation of the following guest speakers: the Colombian High Counsel for the Social and Economic Reintegration of persons and illegal armed groups, recently appointed High Commissioner for Peace, Frank Pearl; the President of the Colombian National Commission of Reparation and Reconciliation, Eduardo Pizarro; the Spanish Prosecutor of the High National Court, Dolores Delgado; the Spanish Magistrate-judge of the High National Court, Baltasar Garzón; and the Director of the Latin America Programme of CITpax, Pedro Medellín. The debate was moderated by the journalist Miguel Ángel Bastenier.
CITpax has been working on the International Observatory on the DDR Process and the Implementation of the Justice and Peace Law since 2006. It aims at contributing to the follow up and analysis of those processes and to draw technical and policy-oriented recommendations promoting the fulfilment of the international and national standards on criminal law and victims’ rights to truth and reparation. In addition to this, the Observatory seeks to facilitate a platform to exchange ideas among the different actors involved in the process.
