South Caucasus

Taking advantage of the emphasis given to the Caucasus issue by the Spanish and Finnish OSCE presidencies in 2007 and 2008 , CITpax decided to launch two support projects aimed at reframing the political and social debate in a region scarred by frozen conflicts over issues such as ethnic identity, territory and recognition. Citpax therefore developed an initiative, with the support of the EU, to promote community-based collaboration and trust building between Georgia and Abkhazia. Confidence-building and common ground for cooperation were actively advocated through the undertaking of common research activities in specific, pre-defined areas of mutual interest. This was complemented by workshops aimed at building capacity among Georgian and Abkhaz officials and policy makers in conflict resolution skills. In addition,with the support of the Spanish Ministry of Foreign Affairs, CITpax launched a policy debate on issues related to human security, democratisation and the role of civil society between representatives of the latter and decision makers from Abkhazia, Armenia, Azerbaijani, Georgia, Nagorno-Karabakh and South Ossetia.

Afghanistan

Following the deployment of military and civil contingents in Afghanistan within the framework of ISAF since 2006, CITpax focused its efforts on analysing and looking at the different options available to promote and strengthen good governance and the state and peace-building processes in the country. In particular, CITpax launched a policy dialogue between representatives of international institutions and European governments, Afghan authorities at the highest level and members of the civil society, on the international community’s contribution, particularly that of NATO, the EU and the UN in the fields of development and security, as well as reforms of the police, the judiciary system and government. In addition, the Provincial Reconstruction Teams (PRT) models were studied in detail, along with the different formulas and mechanisms used by the international community to promote security, development and good governance within the framework of the international operation led by NATO.

Crisis Management and Peacebuilding

As part of the work undertaken under the crisis management and peace building programme, CITpax has fostered a debate on the instruments, capacities (civilian and military) and strategies needed to improve the contribution of society as a whole (states, international organizations, civil society, private sector) to peacebuilding. It triggered the debate through conferences and policy dialogue, both among the general public and policy makers, on the basic concepts and strategies related to the promotion and consolidation of peace and security such as: The EU’s External Action Service as a peace-building tool; The Role of the Media in Conflict Situations; The Role that Refugees and IDPs can play in Conflict Resolution Strategies; The Role of Transnational Corporations in Conflict Situations; The Security Sector Reform (SSR); The effect of Climate Change on Global Security; The Wider Defense Concept and the Civil Dimension of Security or The notion of “Cultural Awareness” as it could be applied in a State-building scenario such as Afghanistan.
